Brenda Sneyd, as CLERK AND MASTER serves in the dual role of CLERK of the Chancery Court and MASTER in Chancery for the First Judicial District of TN. As CLERK, she, as an officer of the Court, exercises all of the duties and powers conferred upon clerks of court generally, which role is almost exclusively clerical, and law or order of the court strictly define the powers exercised. As MASTER, she is a judicial officer clothed with many of the powers of a Chancellor. There is no question of Law or Equity, or disputed fact, which the CLERK AND MASTER may not have occasion to decide, or respecting which the CLERK AND MASTER may not be called upon to report her opinion to the Court.
Additionally, Mrs. Sneyd, as CLERK AND MASTER, has jurisdiction over the probate of wills and the administration of estates. The CLERK AND MASTER performs functions previously performed only by the county judge and which cannot be performed by other clerks acting under a county or probate judge. Pursuant to T.C.A. '16-16-201, Brenda Sneyd, as CLERK AND MASTER, is empowered and does Agrant letters of administration and letters testamentary..., appoint administrators and executors..., receive and adjudicate all claims, probate wills in common form, determine allowances to the surviving spouse and family of the deceased, preside over the assignment of homestead, take and state all accounts and settlements..., direct and approve final distributions, and hear and determine all probate matters whether herein enumerated or not.
The primary goad of the CLERK AND MASTER is to discharge the duties of her offices diligently, honestly impartially courteously, and efficiently.
Mrs. Sneyd is a life-long native of the area, with thirty (30) years experience in the legal field. She holds a B.S. degree in legal studies suma cum laude from Milligan College. She served as head paralegal and office manager in local law firms for several years, paralegal to Chancellor G. Richard Johnson for more than eleven (11) years, and has served as Clerk and Master since 2004. In addition to her legal education and experience,Mrs. Sneyd has considerable education and experience in accounting, payroll, real estate sales, conservatorships, and personnel management.
Mrs. Sneyd is the only Certified Public Administrator in Washington County. To achieve the designation, each official must complete 80 credit hours on the County Officials Certificate Training Program. The program, administered by the University of Tennessee County Technical Assistance Service, provides specialized training designed to aid county government officials in performing their jobs efficiently. Graduates of the program must take 16 hours of training per fiscal year to retain their certification.
